The cable explains that noted Salvadoran human rights defender and head of Tutela Legal, María Julia Hernández, recently met with an Embassy political officer and reported that Tutela Legal has investigated the April 8 incidents at Arcatao and is preparing a final report. Findings include widespread accounts of beatings and torture, the execution of six men and disappearance of another. The cable includes a detailed summary of Tutela’s account of what occurred, and notes that Archbishop Rivas y Damas, in a separate meeting with the political officer on May6, was “on board” with Tutela’s analysis. The cable confirms that the operation was carried out by elite troops from the Airborne Battalion and the PRAL (Long Range Reconnaissance Unit) and notes that US Military Group (MILGP) officials present during pre-deployment attest that instructions were given to “avoid all civilian casualties.” It also notes that Hernández reported killings of civilians by guerrillas in the days leading up to the invasion. While casting doubt on the credibility of Tutela’s analysis – given guerrilla control of the region, “the likelihood of misrepresentation and false testimony is self-evident” – the cable also notes that Hernández “would not budge” in her insistence that the findings were accurate and would be denounced. El cable explica que la conocida defensora de derechos humanos, y directora de Tutela Legal, la salvadoreña María Julia Hernández, se reunió recientemente con un oficial político de la Embajada y le informó que Tutela Legal ha investigado los incidentes del 8 de abril en Arcatao y está escribiendo el informe final. Entre los hallazgos se encuentran versiones generalizadas de golpizas y tortura, la ejecución de seis hombres y la desaparición de otro. El cable incluye un resumen detallado de la versión de Tutela de los hechos, y observa que Monseñor Rivas y Damas, en otra reunión con el oficial político el 6 de mayo, dijo que estaba al tanto del análisis de Tutela. El cable confirma que el operativo fue realizado por las tropas élite del Batallón Aerotransportado y las Patrullas de Reconocimiento de Alcance Largo (PRAL), e indica que oficiales del grupo militar estadounidense MILG presentes antes del despliegue declaran que se dieron instrucciones de “evitar bajas de civiles”. También señala que Hernández informó que guerrilleros dieron muerte a civiles en días previos a la invasión. Si bien esto pone en duda la credibilidad del análisis de Tutela —debido a que la guerrilla controlaba la región “la probabilidad de interpretación incorrecta y de falso testimonio es obvia”— el cable también observa que Hernández insistió en que los hallazgos eran acertados y serían denunciados.
